The E-rate - or, more precisely, the Schools and Libraries Universal Service Support Mechanism - provides discounts to assist most schools and libraries in the United States to obtain affordable telecommunications and Internet access.

On April 7, 2006, the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC) reported to the Federal Communications Commission that $4.278 billion in requested funding has been estimated for schools and libraries seeking E-rate discounts for Funding Year 2006.
